Academic Common Market Application

In brief, the Academic Common Market (ACM) makes it possible for Alabama citizens to pay in-state rates for certain academic programs that are not available at any Alabama public college or university.


The Requirements

  1. Be a resident of Alabama
  2. Be accepted into the eligible program
  3. Complete the admission process at the ACM member institution

Required Documents

  1. A wallet-size photograph
  2. Proof of acceptance to the ACM sanctioned degree program
  3. Two proofs of being an Alabama resident
    1. Driver's license or non-driver's license ID card
    2. State income tax form (If you are a dependent student, please submit your parent's Alabama State Income Tax Form listing you as a dependent.)Please redact or black out SSI numbers or other sensitive information. Make sure dependent name is visible.
  4. If not a United States citizen, then include a copy of Form I-551 (the "Green Card").

If these required items are not available, then stop and obtain these. Incomplete sessions are not saved.

If unable to proceed, contact the Alabama Commission on Higher Education ACM Coordinator for a paper application.

Alabama Resident Question

Are you an Alabama resident?

The Code of Alabama 1975 Title 16 Chapter 64 addresses what it means to be a resident of Alabama for educational purposes. Section 16-64-3 provides detailed guidance about certification of Alabama residency. The high points are provided below:

  • A specific address or location within the State of Alabama as his or her residence.
  • An intention to remain at this address indefinitely.
  • Possession of more substantial connections with the State of Alabama than with any other state.
The above reference listed over 13 proof types. Generally, people submit a copy of a driver's license and a copy of a recent Alabama state income tax form. If you need to submit something else, then contact the Alabama Commission on Higher Education ACM State Coordinator.

Acceptance to an ACM Program Question

We are glad that you are interested in pursuing your academic interest. However, you must be an Alabama citizen who has been accepted to a sanctioned ACM out-of-state program in order to participate in this tuition reduction program.
